May I add that Grand Chief Stewart Phillip has served as the President of the Union of British Columbia Indian Chiefs (UBCIC) since 1998. He is a prominent Okanagan Aboriginal leader who has been re-elected multiple times, recently entering his tenth three-year term. He has been in power longer than Putin and no one knows his salary. He is the mafia boss. He and his NDP/MLA wife direct Premier David Eby behind the scenes.
His last declared income in 2014 was 800K or so. Then in 2015, Castreau decided that the Natives on government payroll did not have to make their income public. I would expect it to be North of a Million now due to recent events but only he knows. Tax free as well.
These ambiguous words "duty to consult" will be the death of the nation. No one knows what that means conclusively -- apparently the BC NDP doesn't. No one knows when the "duty" has been done. It's just like "reconciliation". These terms are whatever the natives feel they mean at whatever time they choose to make up a meaning.
I feel so good that there is momentum growing against the Aboriginal industry fraud. Once we started to name names, the tide started to shift. And I love that we stopped using UN deceptive terms such as 'indigenous'.

Have you read the book: Traced? It's quite the read. Written by a biologist who used DNA to show when and from where the native Indians came from. Turns out they only arrived a few hundred years before the English.
I have heard this about these societies a few times. One would think it was absolutely illegal for the higher govts to be dealing with them and not directly with the bands themselves. Certainly they can deal directly with several bands simultaneously and together if that is the case or may be helpful. But they need to be a legal entity working with the govt or all and any arrangements could be set aside.

I heard Chief Shana Thomas on the radio the other day promoting this idea of an independent oversight body, which I think she said her "nation" (tiny Lyackson, one of the beneficiaries-in-waiting of the Cowichan ruling) had put forward. She framed it as a kind of indigenous human rights tribunal (great! just what we need!), and I'm presuming it would have its members appointed by the UN or something, and offer more sinecures for indigenous leaders. Also more bureaucratic layers, more jockeying for position, more meetings, and less decision-making.
Justice without truth is not justice! The time is now for every government, provincial, federal, and municipal, to enforce the law that due diligence is at the heart of every government decision, and to be held accountable for breaking the laws if viewed as so!
