On September 23, Canadian Military Family Magazine published an article called Evidence-Based Assessments of Character Required for Personnel Being Promoted to Captain (N) and Colonel.
In the article, readers are informed of a new Canadian Armed Forces (CAF) policy whereby officers seeking promotion to the rank of Captain or Colonel, must undergo a formal assessment of character — a process based in part on “recommendations from (an) Independent External Comprehensive Review (IECR) conducted by former Supreme Court Justice Louise Arbour in 2022.”
Arbour had concluded in her report that “there was much work to be done” concerning promotions within the CAF. Now, apparently, her advice is being put into action.

Below, I offer readers a letter to Louise Arbour and Defence Minister Bill Blair from concerned citizen Barry Ceminchuk. Barry is not happy about the direction the CAF seems to be taking. In fact he is livid. His take on things will make it clear why he is so fed up. I have wondered for a long time where the outrage was over the type of injustice (using equity and diversity quotas to exclude white men from jobs and opportunities) that Barry has identified in CAF’s new character assessment process. When I read Barry’s letter, my first thought was, “is this it? is this that anger? that much justified righteous anger? is this the beginning of it?”
I’ll leave it to readers to judge for themselves.

Canadian Military: Denigrating White Men

I am writing to express my concern with your treatment of white men in the Canadian military.
I have read multiple articles that indicate you treat white men with contempt, denigrate them and are trying to get rid of smart white men and replace them with women.
Examples are women only jobs, saying white men are “historically advantaged” which is saying they are privileged and should be punished, lower standards for women, saying white men not wanted, and the article below that says again, get rid of smart, decent hard working white men that have served Honourably and replace them with women.
This is ridiculous.
You are affecting careers and lives of decent, Honourable military white men (and their wives and children). Smarten up. You do not treat people like this. Any Manager that does this should be fired. You treat all people with dignity and respect.
With white men, do you not understand that the SMART (not dumb) WHITE MAN’S MILITARY IS THE BEST IN THE WORLD? They win wars, keep us safe from being conquered, bombed, etc. A VERY SERIOUS ISSUE. Too complicated for people like you and the women trying to steal jobs from white men.
White men have been and are the vast majority in the military. This is normal. You do not seem to understand that. Math too hard for you?
To be at the senior level people also have to have years of experience. More white men have the experience.
Many white men see the military as service to the country and want to serve Honourably. I do not think you and the women understand this mentality.
You are denigrating and insulting white men.
A big point. I resent and find offensive you denigrating white men. I have read the phrase “historically advantaged” when referring to white men. This is ridiculous; they do not understand the history. White men again were the majority in the military and served honourably. Many risking their lives. I have white men relatives and knew white men (since passed) that were shot at and were in combat. To denigrate, or in any way belittle and dishonour these white men is despicable. And to denigrate and dishonour white men currently serving is also despicable. You and these women should publicly apologize for this. How dare you. Who do you simpletons think you are? You should also resign in shame and embarrassment for these actions.
You seem to think that white men were privileged. Again, white men were the vast majority in the military. They were expected to join the military in time of war. This is because of strength and stamina issues in that women are weaker and cannot perform the required tasks. To assume they were privileged is laughable.
You mention “correct the over-representation of white men”.
This is like saying “correct the over-representation of white men” in the National Hockey League or anything.
It is normal for the smart white men to be at the elite level.
You obviously do not understand elite level performance; the intelligence required to handle complex tasks, multiple variable problems, and understand concepts, principles and limits, and the specialized knowledge and experience required at the elite level.
You should stay away from complex areas. Too complicated for you.
The military is serious and the big time. They require the best people. Literally life and death. Many issues; planning, tactics, logistics, complex technology, complex machines, weapons, explosives, heavy equipment, discipline, etc.
I remember reading (not sure) that the military has lower standards for women. If so, this means the women are not at the same level as the men. You are trying to put lower people in jobs.
Also, with your “targets”, you are just trying to displace higher men and replace them with lower standard women. This is dumb and dangerous. Lower standards means lower performance which endangers personnel in serious jobs.
I also have concerns with lower standard people being given access to military secrets. Serious; malleable and unsophisticated (especially those who do not really understand technology and weapons and how they are developed) people can be manipulated to divulge information that they do not understand is secret.
I am also concerned that enemies will use this to infiltrate the military with spies and saboteurs.

Recommendation #32: In fulfilling her responsibility in approving General Officer and Flag Officer (GOFO) promotions, the Minister should be assisted by a senior civilian advisor, not currently a member of the Defence Team. In her consultation with the CDS, the Minister should examine what efforts are being made to correct the over-representation of white men in GOFO ranks.
Recommendation #36: The CAF should establish a system of progressive targets for the promotion of women in order to increase the number of women in each rank, with a view to increasing the proportion of their representation in the GOFO ranks above their level of representation in the overall CAF workforce.

Anyone that uses the terms under or overrepresented is a simpleton to be laughed at. The world is not proportional. Many factors. They have not thought of knowledge, skills, experience, age, language, different interests, aptitude, pre-requisites, proficiency (especially grade school), graduation rates (difficult courses), low education standards in other countries, strength/stamina (police, fire, military), more women work part-time, women work less hours (men work more hours per week), women's sports is significantly lower skilled than men's, Olympics (they have women's sports because women cannot compete against the men), women hockey players in the NHL etc.
Also, "It rests upon the "completely unrealistic" assumption that minorities will choose a particular trade in lockstep proportion to their representation in the population." (City of Richmond v. J. A. Croson Co. 488 U.S. 469, 507). Same with women. Different interests, etc. "completely unrealistic" is a polite phrase for simpleton, absurd, laughable.
Also, you obviously are not aware of, or do not understand Canadian Human Rights Act (CHRA) Section 40.1. This says:
(2) No complaint may be dealt with by the Commission pursuant to section 40 where
(a) the complaint is made against an employer alleging that the employer has engaged in a discriminatory practice set out in section 7 or paragraph 10(a); and
(b) the complaint is based solely on statistical information that purports to show that members of one or more designated groups are underrepresented in the employer’s workforce.
This means numbers do not matter and are NOT proof of discrimination. No complaint means not proof of discrimination. This also means you cannot take any action based on underrepresented. Simple, what, women hockey players in NHL, police, fire, military, etc.? You are using numbers “underrepresented” to discriminate against white men and steal jobs.
How do you not know this? People that have simple common sense and basic thinking skills know this.
To explain further, although many cannot understand this, saying over-representation of white men is saying white men are overrepresented, which is also saying non-white men are underrepresented, which is saying one or more designated groups are underrepresented, which again is not a valid complaint and not a valid basis for actions (Section 40.1).
Therefore, your actions are INVALID.
Understand? Or too complicated for you?
As you say the overrepresentation of white men is to be corrected you are saying this is bad and that white men must be displaced and replaced with women,
Besides the simple point that again you do not understand elite level performance, you are thinking like a simpleton to be laughed at. This is proportionality thinking and not considering skills, specialized knowledge, experience, ability to handle complex tasks and multiple variable problems, intelligence, etc.
This is actually saying women are superior to men and that men must be displaced. This is laughable.
I believe that you are just a woman trying to steal jobs from men for you and your women pals. You are also trying to get special treatment for women and yourself. You are pushing women so you and your women pals can steal jobs from men.
Also, you are displacing white men, which is stealing jobs (which is money) from white men (and their wives and children). You are a thief. You affect people. Smarten up, and learn consideration for others. Understand?
You also have to stop this Critical Race Theory thinking. It is moron and simpleton level. Understand that the Critical Race people say all whites are bad and oppressors. They hate white people. Including white women.
You also should not steal from, or punish people today because of the past actions of others. This is simple common sense. You are stealing from, and punishing innocent people. White men have the right to be treated fairly and with dignity and respect.
You also have to be told, bluntly, THAT WHITE MEN HAVE RIGHTS AND DO NOT STEAL JOBS FROM WHITE MEN (AND THEIR WIVES AND CHILDREN).
FIX YOUR INVALID ACTIONS, IMMEDIATELY. YOU ARE COSTING DECENT, HARD WORKING WHITE MEN JOBS AND OPPORTUNITIES. AND, YOU ARE STEALING FROM MEN, WHITES AND WHITE MEN (AND THEIR WIVES AND CHILDREN). And, you should be denouncing quotas, preferences and reverse discrimination.
This seriously affects careers and you do not care. Some of you are obviously selfish, gimmie, gimmie, butt-in-line, inconsiderate of others, thieves and some are not thinking of consequences. At the least, you should be embarrassed that you are sociopathic thieves. Stop this immediately.
Questions should also be asked of the people that accept these jobs. They are selfish, gimmie, gimmie, butt-in-line, inconsiderate of others, thieves taking jobs from decent hard working white men (and their wives and children).
With the Minister, she is a “member of Parliament”. A “member of Parliament” cannot attempt to obtain offices, places”. See Criminal Code Section 119 (14 years jail).
TARGETS
I refer to:

There are many issues here also.
Thieves trying to steal jobs from white men use the word “targets”. This is a trick to avoid the word “goals”. This is being done because they are supposed to know that “goals” are not to be quotas, preferences or involve reverse discrimination (discrimination against white men).
This is also a trick to avoid saying “quotas”. Thieves try to use the word “targets” to hide that they are pushing quotas.
You do not fool me.
You are supposed to know that Section 54.1 says a Tribunal cannot order quotas or “goals”. You are obviously trying to fool people calling “GOALS” by another name “TARGETS”. You do not fool me.
Section 54.1 says no GOALS (again trying to fool people by calling them “targets”), no quotas or preferences. You are ordering quotas which you cannot do. Section 54.1 says a Tribunal (above the Commission and court level) cannot order quotas, nor can anyone, including judges. Even when there is proven discrimination, they cannot do what you are doing.
CHRA Section 54.1:
(2) Where a Tribunal finds that a complaint against an employer is substantiated, it may NOT make an order pursuant to subparagraph 53(2)(a)(i) requiring the employer to adopt a special program, plan or arrangement containing
(a) positive policies and practices designed TO ENSURE that members of designated groups ACHIEVE INCREASED REPRESENTATION in the employer’s workforce; or
(b) goals and timetables for achieving that increased representation.
This means no quotas or preferences.
You are also supposed to know NO QUOTAS (quotas mean lower standards, separate standards and passing over better people, which is stealing jobs from white men).
How do you not know this?
You really are just some woman trying to steal jobs from white men. Again, you do not fool me.
You should be embarrassed and ashamed that you are trying to trick people, hide what you are really doing and steal jobs from decent, hard working white men (and their wives and children)>
I also point out that those women that accept these jobs are gimmie, gimmie, butt-in-line, selfish inconsiderate of others, thieves. They have to be taught consideration for others
CONCLUSION
Stop denigrating white men and stealing jobs from them.
Publicly apologize for denigrating and dishonouring past and present white men who served Honourably. This is despicable.

As a white man who worked hard and was last promoted almost four decades ago, I know how many doors are closed, but also how much those of a different stripe have benefitted from preferential hiring. Merit is often a secondary consideration. I worry for my grandsons, and I worry for the new Canada of unfair competition.
