This is superb. Its kind of a similar issue to the Tragedy of the Commons, where no one is individually responsible for collective bad behavior. This illustrates the problem perfectly. It basically shows the system, and especially the bureaucratic systems behind all this, are broken.
In a strong sense, this can be laid at the feet of the evil geniuses behind the trans lobby that used a Machiavellian M.O. to basically get all the laws in place, quietly, before any noticed. It was a quiet and very deliberate and an engineered takeover of the system.
